Required Website Development,Wordpress freelancer for Creating a blog where people can share their special stories job

I want a blog created where I can host both text and video stories from a diverse, multi-generational, international, and multi-ethnic group of individuals who will write/speak from either a first or third-person narrative. The blog will have
Home Page

• A custom header and title: Sharing Our Stories, Many Peoples, One Voice
  
• A content management system allowing curating/editing of content
  
• A field for Announcements below the header
  
• Two columns each of which will have the latest 3-4 postings.
  
• The ability to enable both video and text stories. postings should be dated, and feature a photo or image.
  
• The ability to assign content tags to denote what category of a subject the article is about
  
• A tag field on the homepage to make searching for certain content easier
  
• A second page will display all the articles or videos. These should be searchable according to tag criteria (name of the author, country of origin, subject matter, video vs. text)
  
• Be able to accept subscribers who will provide names and email.
  
• Have an email blast capability to the subscriber list.
