Required Telephone Handling,Cold Calling,Phone Support freelancer for Telephony support for telemedicine solution job

We work with different medical practices who are looking to begin preventive medicine over the phone. Our main obstacle is that patients only tend to pick up when they recognize their own provider's office number. Therefore, we are looking for a solution that can:

1. Call patients automatically, and have the patients receive the call from a number that matches their primary care provider's office number.
   
2. Automatically transfer the phone call over to a live person once a patient picks up.
   
3. Ensure that no patient who has declined our services is called again, while archiving non-answering patients for a repeat call in the future.

Please let us know if you can deliver this solution and, if so, the timeline, price range and requirements from our end. We use Five9, but are open to using a different software if that helps.
