Required USB Electronics,Apple macOS freelancer for MacOS Assistant for configuring multiple USB job

We erase and image large quantities of iPads, and are currently using older 32 port USB 2.0 hubs which are extremely slow. I have purchased newer 10 port USB 3.0 hubs with the intention of plugging 2 of them in to 2 separate USB ports on the 2014 Mac mini we are using (running Apple Configurator 2 for erase/image/prepare) to increase data transfer speed to the iPads.
The issue I am running in to with this particular brand (Bipolar A-423 powered 10 port hub using a Realtek USB Chipset) is this-
10 iPads are plugged in to both hubs (20 iPads total)
Each hub is plugged in to its own USB port on the Mac mini
No more than 12 iPads are recognized at any one time
If each hub is plugged in by itself, all 10 iPads on the hubs are recognized
If appears to be some kind of limitation with the OS. We're looking for assistance to get these hubs to properly show all devices plugged in, enabling 30 devices to be connected at any one time.
I will share a drawing of the configuration, as well as the Apple System Profiler USB report with shortlisted candidates.
