Required C++,Computer Vision,Machine Learning,OpenCV freelancer for Computer Vision engineer needed for creating video editing software job

I will share some images for a simple diagram and a basketball court image with shortlisted candidates.

I'd like to build a software that edit the input video and output the result with the following modifications.

1. The input video dimension is say 100*80 (w*h) and the output video dimension is 80*60 (w*h)
2. The output video mimicking 'to the left' or 'to the right' camera angle movement tracking a basket ball trajectory. If the ball gets closer to the basket the output video frame move to the left 10% of the frame size and if the ball gets farther from the basket, the output video frame move to the right 10% of the frame size.
3. There should be very little latency so that it feels natural. Video input will be higher than 1024w x 768h and around 30fps.
