Required VoIP freelancer for VOIP expert for router drop-in job

We would like to be able to drop-in a router between the ISP and their regular router for multiple clients. The primary goal is to guarantee VOIP, no matter what the office's current network implementation is, but we do have additional requirements below.
Here is what we have today in most client offices:
- Comcast business modem/router
- Office router (multiple brands)
- Switch
- Phones and computers
We want to be able to drop in our router in between the Comcast router, and the office router, like this:
-Comcast router
- Our device (port 1)
- Office router
- Switch1
- Computers
-Our device (port 2)
The requirements for this device are:
- Inexpensive at <$200
- Able to handle at least 100Mbps
- Only allow port1 (office computers) to use internet if port2 (phones) is completely satisfied with zero dropped packets
- Dual WAN, so that we can put a backup internet. Ideally supports both USB (for hotspots) or Ethernet
- Fully transparent. Office router thinks it's talking to comcast router, and vice-versa. We don't want to have to login into the device to ever forward ports from Comcast router to Office router. Look into DMZ, spoofed MAC addresses at the port level, spoofed IPs, etc.
Assume:
- internet provider is not limiting access by MAC address.
- No specific brands or brand popularity needed
- No other requirements (such as VLAN, QOS, POE, Mounting, etc.) is needed, unless you say it is.
- Needs to be stable and run for years without a reboot.
Project is done and payable as soon as you have a proof-of-concept to demonstrate to us that does all of the above. If a requirement is impossible, let us know and we can adapt. The requirements are ordered by priority.
