Required CAD,Mechanical Design freelancer for CAD designer needed for 2-speed gear train design job

We require a motor & 2-speed gear train solution that is able to deliver the following specifications.

WE WOULD MUTUALLY DECIDE ON A PRICE AFTER TECHNICAL DISCUSSION

1. 30Nm of torque at 100rpm (20 sec duration)
   
2. 3Nm of torque at 1500-2000rpm (20 sec duration)
   
3. Switching of torque/rpm states would be through electronic actuation of the shift mechanism within the gear train
   
4. Power limitation: 230V/ 13A
   
5. Weight approx. max of 10kg
   
6. Fits within a volume of LxBxH of 150x150x150(mm)
   
7. Max of 60-70 dB at 1 meter (the lower the better)
   
8. EXTRA CASH BONUS would be provided if the designer would be able to create a robust, scalable solution (motor+gear train) that we would be able to mass manufacture under $500 USD per unit.
