I need someone to explain and show me how to model this.

I need to use ArcGIS ModelBuilder to create and execute a model for the following geospatial problem:

Assess the potential environmental impacts of an industrial accident that may release toxic fumes into the atmosphere. Knowing that the average wind speed is 3 m/sec, and the wind direction is from the west, determine the area in a hectare of the various land uses that would be impacted after 30 minutes of the release of toxic gases from the given factory site.
