Required Financial Analysis,Tax Preparation freelancer for personal financial analysis job

He to simply decide which scenario is best:

his house is paid for in cash. He is trying to decide whether to take an equity loan against the house, or start withdrawing from his IRA for access to cash. of course I will provide all of the relevant figures once I accept the job but that's the gist of this. I think it will probably take maximum one hour of work once I give you all the variables. so I need to quote you on that assumption. This will take no longer than one hour.
