Required Artificial Intelligence,Image Processing freelancer for Emerging Tech job

I need a web portal/ iOS and Android app. The initial purpose to establish a documentation and crm system in this app. The main portal being a live chat and access to documentation submitted. I also need the app to measure dimensions of rooms, I have some AI and image processing components as well, but I'd like to add those after I have proof of concept with my idea. Budget is allocated for initial part of app.
