Required Scripting,Windows,Server Administration,System Administration freelancer for Batch script to create user in Active Directory job

I am looking to be able to have a batch script that will create users in Active directory in my Windows server 2008, and when the user logs in to the PC the first time, he should be able to set up his own password..

I currently have a batch file that i am using to create new users with a password, or create a user that windows will ask him to create a new password, but thats not good for me, because when user logs on first time he actually does not have a password yet, so asking him to change his password will confuse him
