Required Scripting freelancer for delegation sheet on google sheet job

i would like to invite you to make one delegation sheet in google sheets. where i have a requirement that i want to delegate task to my team members and once assign they should get mail along with task finish date. if he dont do the task on assigned date then he again got a mail and he can propose new date and in that case this task get yellow mark and if on 2nd time still not complete then got red color. but if it done in time then should get green color.
accoridng the task and member should get report according 0% if all green , how much red should reduce the score in negative side and yellow also should get negative score.
should get report as per each member in RED,GREEN YELLOW.
please update if u can do this for me and how much it cost me.
