Required Office 365,Oracle Database freelancer for Ebay and Amazon Price Comparison bot job

This is a private project so you cannot use the program, or idea yourself, or sell it to anyone else. I am looking for a software program using python and MS Access/Excel or Oracle. This program will go out to Ebay and look for items where the auction is ending in 24 hours or less. The price of these items will be $1000 or less. It will then go to Amazon and do a search for the same items. If it finds the item on Amazon for 20% less or greater than 20%, it will create a file in the database with the name of the item, the price at Ebay, the price at Amazon, the Amazon item number, the shipping cost from Amazon, and the names of the top 10 bidders on Ebay. If there are only 3 bidders it would just provide those name. The program should have two modes where the user can set it up to run queries at various time(s) of the day (hourly), or it can be launched anytime for a one time look. I want very clear instructions on how to use the app documented in a step by step manner. After the query is completed, a person should be able to see a file with the list of items.
