A wordpress developer who can code a simple plugin which does the below :
1. user submit cv
2. we will just put a dropdown for position in the form - static
3. After upload we will send email with ref no to the applicant
4. there will be search form with ref no and just show message
5. in backend just a list of entries and they can open the pdf change the status

or customize similar plugins for above requirement
