Required Data Scraping,Scripting freelancer for Extract tables from PDF and XLS to flat CSV job

We need tools written for extracting tables from PDF and XLS files and represented as raws in a CSV format.
There are around 10 tables, each with specific requirements. The work should take a few days, but less than a week.
There are specifications and input files in the ZIP file.
Any language can be used, as long as it runs on Linux and you provide a build script.
Package the tool as a Docker image via Dockerfile.
