Required software development freelancer for Help with AWS Security (Securing EC2 Instances) job

I hired a developer to create fillable forms for me (3), which once submitted, generate a PDF form that is stored in an AWS S3 bucket (AES-256 encrypted). The forms are hosted on an AWS EC2 instance. The problem is that the EC2 instance is not secure, and the developer I am working with on the forms doesn't appear to be familiar with AWS and unable to help me with the form security. I am dealing with private information that needs to be HIPAA compliant. I want to ensure that the form that is being filled out is secured with an SSL certificate and that the transmission of data to the S3 bucket is encrypted.
