Required software development freelancer for Jenkins build and plugin creation job

I need a Jenkins sandbox environment where I can build a plugin that mimics: jenkinsci schedule-build-plugin

My company is concerned about using plugins so I need the code written offline with two additional aspects:
1) Add additional stipulation that 'quietperiod' can not be greater than three days (10800 seconds)
