Required Jenkins freelancer for Jenkins Expert - Current system having issues job

We have our Jenkins in AWS, we have some 100 repos connected to it. We have built going on around the clock. We have 80 developers contributing code.

We have issues with our installation, sometimes it seems we don't have enough nodes. A build has to wait some 45 minutes before it can start. We get some timeout issues from the code to a local database for unit tests. Sometimes it works fine but sometimes it does not

Overall our system is not reliable for our needs. I need someone that is an expert on Jenkins, troubleshooting Jenkins, setup, and administration. Someone that understands how to scale Jenkins to handle lots of projects being built. A plus if that person has some experience or point of view on using managed service Jenkins instead of having our own.
