Required In-App Advertising,In-App Search,iOS,Phone freelancer for Language learning app similar to Duolingo stories job

I have an fairly well-defined idea for a language learning/listening comprehension app, but no background in software/app development and therefore no idea how to implement.

Basically, I want to create an app that allows a user to listen to short 1-3 minute stories that are narrated by native Spanish-speaking individuals at a normal, conversational pace. There would be a transcript of the story, or of each sentence, with the ability to click on individual words or phrases to get an English translation or relevant annotation of some kind. There would be a search feature to select narrators from particular countries, cities, difficulty level, etc. Aside from the search and definition capability, I don't imagine that there would be a lot of user interaction.
