Required Data Science & Analytics,Data Mining & Management freelancer for Machine Learning Insight API job

I need a solutions architect and C++/Python developers for my machine learning insight API. I need someone with knowledge of datapipelines who will discuss with me how to convert software prototype to scalable model handling large amounts of data and transactions, as well as the team to actually produce it.

Available resources include private servers for corporation and users (which from my understanding may not be ideal to enterprise customers for this type of interaction) and python script with machine learning models (separate ones for NLP and Image Recognition).

Please quote me approximate average rate for 1 freelancer in your agency if you are agency, not the rate for the agency. I am aiming for 2 month completion although I am willing to pay for more freelancers to get done quicker.
