Required .NET Framework,ASP.NET freelancer for Mutual authentication from asp.net job

We have a task to create a windows app in asp.net (vb or c#) to connect by 2 step authentication mutual authentication.

We have a web server width a rest service that we need to connect to, and for this connection to work, we need to make 2 step authentication and make this by sending the server the certificate we have, when sender asks for it.

When this 2 step authentication is made we need to post to a rest service for getting data.

We have tested this in postman and we know it works. We have a .pfx, .p12, .key, and .crt certs.

For you to get this task you need to have experience in this area, and know what you do.
