Required software development,Website Development freelancer for Need a An Excel VBA RTD Server OR Application to connect RTD data with All my Network Computers job

I am using Interactive Brokers, LiveVol, and Think or Swim for RTD data on Excel. I need to be able to have access to RTD data generated by an Application on one computer across my entire office computer network. Latency shuold be less that 250 milliseconds. Special preference will be given to developers who can develop an RTD server with latency of less than 20 Milliseconds.

I also need to the ability to connect RTD data on the same computer to separate Excel INSTANCES (NOT JUST WORKBOOKS).
