Required CPP Programming,3D Rendering freelancer for need an expert in C++ 11 & QT 5.9 job

We need an expert in C++ 11 & QT 5.9 to develop a windows desktop application which opens DICOM (Digital Imaging) files in 2D and 3D mode and does the following things:
* open, save and close DICOM files in 2D (X Y Z axis) and 3D rotational modes
* read & rewrite DICOM headers
* zoom in and zoom out
* the ability to paint (using a pen) and insert text in the image
* create a free form selection tool like the one in Microsoft paint
* create an automatic form selection tool (optional)

I need an expert in ITK & VTK or similar library
