I have a problem with my IIS 10.0 where it keeps crashing every time I make any settings changes to it. It will just stop all of my sites. I have 3 sites, however, one of them has about 10,000 applications in it. Each time I do any change in IIS it just crashes causing all of my sites to stop.
I am guessing this issue is because my applicationHost.config file is over 3 MB. When I remove some applications the size decreases to 2.9 MB and I no longer has this problem.
I am guessing this problem occurs because the configuration system reads the applicationHost.config file without locking it. If the IIS configuration file is being written to while the configuration is being read by the Windows Activation Service (WAS), the configuration may be inconsistent.
The following factors may make the problem more likely to occur:
A large (multi-megabyte) applicationHost.config file.
Frequent updates to the configuration (through direct modification of the applicationHost.config file or through one of the programmatic interfaces to the IIS configuration system (ABO, MWA, WMI).

Hotfix is no longer available. Therefore, we will need to find another solution.
Therefore, we might need to do one of the following:
1. Find another hotfix for Windows Server 2016 for this issue
2. If there is a setting we can configure so large applicationHost.config files does not get affected. Similar to how I updated the registry setting 'MaxWebConfigFileSizeInKB' to increase the size.
3. Figure out a way to break applicationHost.config into multiple files to spread the file size across multiple applicationHost.config files.
I want to add another 10,000 applications to my site and I need to figure out a solution for this problem.
