Required software development freelancer for Network Engineer needed for creating high quality multiple VPN Servers for IPTV provider job

We are looking for a experienced Linux and Network engineer who can set up the high quality VPN server based on OpenVPN or any other suggested technology between our Streaming IPTV server and client Android application.
VPN server needs to be configured on a quality way so the streaming content do not freeze.

VPN Server with constantly accept 1500-2000 connections with throughput between 3-4 Gbit/s of Video content, and we will provide you with necessary infrastructure ( Linux Dedicated servers ) that needs to be configured. We also need your suggestion for hardware required since VPN requires a lot of CPU power to handle all the connections.

Later support for project will be needed and paid by hour.
