Required Python freelancer for Optimize code in pyhton job

I have some code in Python which calls instrument and meteorology data and graphs them.
The code has been written by a programmer with a background in Octave.
I would like the code optimised for Python, remove repetition in the code and modularise the functions.
The code is executable for about 60% of the data but fails for some files so it needs some debugging also.

Also some examples of the code and the data.
