Required Engineering,Computer Engineering,Software Architecture freelancer for PCB Design job

Looking for someone who can design a pcb board with the necessary resistors/capacitors etc in order for the correct amount of voltage to flow from standard current down to current needed for a 5mm LED diode. Have a picture of what I want done just need it designed up with the correct elements. Essentially will be what is in the picture attached but with the 5mm LED. The purpose of this will be so that it can screw into a socket just like a standard C9 Light bulb.
