Required CMS freelancer for Research only - Find the best open source platform for a report gallery job

Problem - Our company uses multiple tools such as tableau, looker and many other web based data visualization tools for reporting.

Solution - we need a single place to post all of these reports. The vision is a web based CMS where users can submit a thumbnail and a link to their report. And others can search on find the reports. Reference link and video will be provided.

Requirements
- admin can create new attributes via a admin pannel
- user sign in
- owner can submit a new report including thumbnail and description and search tags
- user can search report gallery to find a report they need.
- user can comment on report
- user can like report
- user can report a problem with a report witch will notify the report owner of the issue
- user can save report as favorite
- user can view or filter on their favorites
- user can click on a link to be routed to the report html
- software must be opensource (free)

If you are interested please give some information as to what platform you think would be the best fit.

If you are granted the contract you will just need to provide a diagram showing how all the requirements can be met by proposed technology.
