Required Apache,Apache Tomcat freelancer for Server saturation - Tomcat Apache configuration job

The work consists to solve a problem of server saturation.

The website is scribens.fr, and scribens.com.
The server is a Windows server using Apache 2.4 and Tomcat 9.

At 10am, there is no saturation and the server CPU is at 20-25%. But suddenly, when the amount os user increase of 25% at the rush hour: 11am, 11.30am and the CPU increae to 100%.
Same thing if we are at 3pm, the rush hour.

This problem ois probably due to a problem of configuration in Apache or Tomcat.
There are 4 tomcat servers in the server. Is it necessary? Has Tomcat some limits?

The amount of the job is 40$ for researching, but the result, if it's solved, if there is no more saturation, then I will give 150$.

I ask an expert in Apache and Tomcat.

The Toogiter won't can go into the server for security reason.
