Required CSS,Web Design,Website Development freelancer for Setting up Joomla Website job

We have a crashed Joomla 3.5 website and would like to set it up from scratch (due to several technical problems that have accumulated over the course of updates and migrations).
In a step-by-step process, this would involve:
- Designing the template (based on the layout of the previous website), including the mobile/responsive version
- Importing the menu/contents (there are thousands of articles, which can only be imported by a tool. So the articles are optional).
- Optionally installing/updating a custom component that was developed specifically for our website.
We would prefer a CMS developer/maintainer with substantial experience in Joomla 3.5 administration/migrations. Concerning the timeline, we would hope to finish the project (at least the first two stages) until end of month.
