Required Data Science & Analytics,Data Mining & Management freelancer for Social Media Geo data scarping job

I'm looking for someone to mine data from Instagram and possible Twitter, from the greater Melbourne Area. The end result will be a map or Geo-data which can be easily added into a Gis map system.
For example a heat map showing popularity or count of certain hashtags per neighbourhood.
Alternatively a map by neighbourhood, showing the most common hashtag, or phrase.
Or the count of how many times a certain hashtag appears per neighbourhood.

Your input is data sourced from online, as you usually would.
Your output would be gis / csv data, applicable to a real life webpage
