Required Creative Writing,Facebook Marketing,Graphic Design,Internet Marketing,Marketing Strategy freelancer for Social media marketing for Recruiting Campaigns in Philippines job

I need to recruit about 500 call center agents.
Looking to do facebook ads or other social media tactics to get them to accompish an online application form and/or send a cv.

I prefer to work with someone who has made similar recruiting campaigns and is familiar with the Philippine Market.
The job will probably entail -
creating ads
publishing ads ensuring they are targeting the right people
testing ads to get best results
automating responses to applicants (?)
creating pipeline of applicants
automating process for new leads to enter into our tracker (?)

Also open to suggestions on how to plan out the campaign.

Looking to start by April 2.
