Required Data Science & Analytics,Data Mining & Management freelancer for VBA MACRO EXCEL for tax delinquent list job

I am a real estate investor. I need a list of tax delinquent references sorted through. What I am trying to find in the data is essentially people who haven't paid taxes for multiple years and to keep the latest piece of data (example they didnt pay tax in 2012,2015,2019, I want to keep the 2019 file line and get rid of the other 2 years). This is what I would need done:

1. only need account type 2
2. use parcel number as the source
3. if the parcel number shows up at any point between 1900-2017 AND also in 2018 and/or 2019/and or 2020 then KEEP the most current year.
4. if the parcel number shows up only 1 time through the years 2018-2020 delete it

I WANT A MACRO OR VBA MADE TO RUN THIS FOR NOT ONLY THIS LIST BUT FOR FUTURE LISTS I PULL EVERY MONTH.
