Required software development freelancer for Vertical line indicator job

When you draw a vertical line on chart, I want to create line to indicator. Being the the bottom the line representing 0% and top line 100% and middle 50%. The indicator has to send me email alerts. Email alert on whichever parameter I set. Example, If I set parameters to 60% if price hit 60% level indicator send me an email. Also I want an option to send me alert if my open trade hit the level i set. indicator should work on all types of zoom and timeframe.
