$200 display/read only app

i am looking for someone to help me build a display and read only app for under $200. i have about 100 - unlimited categories where i want to display read only pictures.
example: take 5 different cities, each city will have its own set of photos.
so my app users will chose and navigate through the different categories and photos.

i need to be able to upload all photos daily in each category - also be able to add and delete new categories.
