I need a step by step manual to install .net core 3.1 runtime on a rpi4 running Raspbian lite.

I need to auto start a small application after booting rpi.
With restart in case app crashes.

I need a small .net core application that opens a webbrowser with an URL in kiosk mode with retries in case URL is unavailable.
