WordPress developer custom modifications

I have a WordPress CPT for workouts in a membership site. I need some modifications to this custom post type to drip content and unlock and lock content. The workouts are in multiple buckets (called phases). Each phase lasts 1 month. Users progress through phases monthly.

For example, if a user is on phase 3, then phase 1-2 is unlocked and phase 4 is locked until 30 days after phase 3 was unlocked for the user.

This must be independent of the membership plugin, and have the ability for an admin to lock and unlock phases for users if/when needed. So phase controls for each user in their profile available to admins.

The flow is:

• When user logs into to site for the first time, they complete a gravity form which add them to a specific workout phase.
  
• Users have access to the phase they are on and the next phase unlocks 30 days after the last.

There are other specifics that will be shared with the person who get this job.
