Android and iOS mobile app developer

I am looking for mobile app developer to develop either a single App for both android and iOS or develop two native apps, one for each Android and IOS . The Scope of the app is as follows:

1. Splash Screen
   
2. Login Page/Forgot Password
   
   1. Upon successful login, open the URL returned in web view. The Api will also return a Time value in seconds for the frequency of tracking location. 0 means dont track
      
   2. On failure due to simultaneous login from another device, prompt user to Log off the other device
      
   3. On failure due to any other reason, display the message returned by API in toast
      
   4. Forgot password - User can input his username and request a password reset link on his mail. Option to resend mail, if not delivered or contacting us through Contact us form
   
   The user credentials to be stored in local db so that the user doesnt have to login every time. If a user reopens the app, run the login api without taking the user to the login screen and open the URL returned by the API in web view. In case of failure message, take the user to Login page and display the failure message on toast
   
3. About us, Terms and Privacy
   API will return html content to be displayed on site (These need to be stored in local db so if the user is offline, he should be able to view the last content)
   
4. Location tracking
   The location api should be called as per the time value returned with each API when the app is open or running in background. When it is closed, it should be triggered on sending a notification. If long lat are 0, the reason of no tracking should be returned
   
5. Sign up
   User should be able to sign up through this page. If the APi returns success, the user is redirected to login page else the failure message should display on toast
   
6. Contact us
   If user is online, he can fill the contact form. The form to be available even if the user is not logged in
   
7. Notifications - The user should be able to receive notifications and on opening the notification, an API should run confirming the receipt and opening of notification.The notification can have Title, description text, image and a URL that needs to be opened when clicked
   
8. Call pop up & Setting
   When an incoming call comes, the user will get a pop up on his mobile to show the name and image of the caller, if hes in his leads or enquiry. Clicking this will take him to the URL returned by the API. If the caller is not an enquiry or lead, the user will get an option to add it and he should be able to get to the URL returned by the api in the web view
   Setting of Call Pop Up Toggle: This needs to be created native and youll need to store the value of this setting in local db too. This setting if set to off will not invoke the pop up or call our API when an incoming call comes.
   
9. Calling through our web view
10. This option will be available in our web view but well need to discuss how itll work when in background or closed. Also, if a user gets on a call (incoming/outgoing), we can pass a value to you so that the app can be active till the call closes.
    
11. Log out
    The app needs to be compatible with both Android and IOS and well also be needing help in publishing the app on play store and App store.
