Citrix Virtual desktop and Applications alternative setup

I teach a class and I need to teach my students through a virtual desktop. I just called Citrix and they quoted me a ridiculous price just for 25 virtual desktops. I want something that can be accessible from a cellphone or tablet as well as a computer. I also want to be the administrator. I prefer a web based app that I can manage. I am prepared to pay for hosting separately if necessary. I want to be able to scale up as I enroll more students in my class. Each student will receive a monthly subscription that includes a virtual desktop that can be used to learn with. I will install Microsoft software to teach TSQL. I am really lost and I need someone who understands what is necessary and how to set everything up. I am willing to pay someone to set this up and explain how to maintain this. I also am willing to hire someone as an administrator as I grow in size with students.
