Seeking Experienced Fragrance Formulator of Natural Household Products

I am seeking an experienced formulator to help refine a basic formula for a natural-based rodent repellent spray. This project has a limited budget, with clear defined objectives.

The ideal person for this task has experience with:
- Development of formulations for commercial fragrance products
- Natural, essential-oil based formulation (emulsifications)
- Extended-release ingredients to prolong the potency time for top-note fragrances
- Working knowledge of EPA regulation and/or USDA BioPreferred program helpful

Requirements:

The goal is to develop (reformulate) a recipe with relative ingredient quantities for a peppermint essential oil rodent repellent. The formula should meet the following specifications, to be clarified as needed before project initiation:

Formula significantly delays the typical quick dissipation of peppermint oil scent, resulting in a longer-lasting smell when sprayed on surfaces

-Viscosity appropriate for a trigger spray bottle
-Formula qualifies for Biopreferred purchasing program in the Animal Repellents category (minimum 79% biobased content)
-Conforms to EPA requirements for a minimum-risk pesticide
-Contains X% peppermint essential oil by weight
-100% non-toxic secondary ingredients
-Utilizes low-cost, readily available ingredients

If you can see a clear path to achieve this task, please contact me with a brief proposal note and quote. My hope is to achieve these objectives simply, with as few ingredients as possible. This should be complete within the next month.
