Web/app developer needed- wix website that I need customized/recreated. Low budget.

I have a wix website that I need customized to my vision or completely recreated. Either I want this to remain a website and be mobile friendly or to be created into an app (whatever is initially cheaper) and doable- Im not hopefuly that I can continue to use WiX to accomplish my vision. My project includes lists of videos that I hope users to be able to create a new playlist from each time they login. I need member/paid features and the ability for me to update on my own after creation. I do not have a specific deadline, but I do have a low budget. Im looking for someone who can set it up so I dont have to keep paying monthly fees to wix if possible. Im not very knowledgeable about app/web development so Ill need you to be able to explain things to me. Thanks!
