Mobile site for checklists

Looking for an expert in the field that can design a website to look like a mobile app. BUT NOT AN APP.

I do not have a design but I do have a site i would like to copy many of the features. Jolt The accountability portion of the app.

Admin:
Create/delete checklists and name them
Add tasks to the checklist
A Photo or video must be added to a task
Once a photo or video is added to a task its marked as complete
Can assign the checklist to reoccur daily or on specific dates
Can assign / delete checklists to specific users / multiple users
Only users who have been assigned a checklist will have access to it
Once all tasks have been completed will it show the checklist is completed
Can notify users when a checklist is supposed to be completed. Push notification once app is created.
Log in at anytime and view tasks based on checklist titles or users

Users:
Will only see checklists assigned to them
Can view history of completed checklist
Users can be assigned permission to add tasks to checklists they are assigned to

After 10 day trial payment (recurring billing) is required to have the ability to log in.
Notifies when account signed up for free trial, signed up with pay, expired billing.
Delete accounts / give free accounts

log in using 4 digit code
+ new list
+ add items to list (item required only a check mark or photo only)
Assign a list to a specific user or multiple users
When a user uploads a photo or marks it as checked it logs that user.
when a user logs in they can view all lists assigned to them
Once an item is done it sweeps off the page only items that are not complete are left
check lists are saved in reporting Filter to search


integrate the Subscription based plans after free trial of the project.
