I need a program/script for the follow;

I have a live security camera outside my house which I want to recognize the license plates of passing cars. I want to be able to add or remove license plates in the future (from neighbors) for example when they have another car.

When there is a car which passes and the license plate is not recognized, I want a script to start the parking option on a website. (normally Im doing this with my app but its possible to do this on the website as well.) And that between specific times 09:00 - 21:00. And then when the parking is started I want to receive a message in my emailinbox so I know it is started.

The design does not matter, it can be a windows based program or webbased, it does not matter to me. Also feel free to use existing python scripts to keep the price low.
