Microsoft SQL DBA - Performance Tuning

We are a family-run company that has built both our own medical billing system and electronic health records platform. We have been developing software for over 20 years, but have never spent much time tuning our databases. We recently completed a large, difficult migration from our old servers and Microsoft SQL 2008 to brand new servers and Microsoft SQL 2018. Disappointingly, we did not garner the performance improvements we had hoped for. I am now very motivated to audit our queries. I am convinced there are many simple and obvious optimizations that should be made which would hugely improve our system performance. I also think there is A LOT of work to be done on our databases. I view this project as the first of many. For this initial project, we would like someone to come work out of our office in Mumbai for a week.

We have a team of 6 developers in Mumbai. Several have worked with us since the very start of our company. I am looking for someone to directly work with and educate my team. However, ultimately, this person will report to me, the Chief Operating Officer. Currently, my primary frustration is that we do not have good insight into how our databases are performing. I am looking for someone to:
* Define the baseline performance of our databases
* Create a dashboard that we can use to monitor our system performance
* Audit our RDBMS settings
* Identify our top 3 most expensive queries and provide recommendations on how to fix them
