Editing videos for Instagram

Hello. I am looking for a video editor who speaks Russian and English to edit 300 videos one minute long each. In total it will be 300 minutes of footage. It must be fun, easy, colorful editing that can fit my brand, and attract new audience to Instagram. Also must be clean and attract clients for learning English. The videos are English tutorials for Russian speaking audience. I would like you to offer your ideas for the project, but I also have my own ideas about it. I want to look professional and encrease sales , I am looking for a person who knows what he is doing not just edits but advise me what editing is better in current world. We have no deadlines, but it must be at least three videos edited every week + a picture for the thumbnail. Its a long term project. With the fixed budget of 200 dollars for 300 minutes. Please study the project before applying!!!
