CTO Required to design a solution for startup

Real Estate Start-up looking for a project architect, full stack developer and technical solutions expert to design our new system starting from a clean slate

Key Goals:
1) Understand the goals of the project, the budget, scope and timeline.
2) Identify publicly available solutions which meet the project budget, scope and regulatory requirements.
3) Design a modern scaleable solution which Integrates multiple public APIs, databases into single front end web ui (with the possibility of future expansion to mobile applications)
4) Minimize the recurring expense of server, database and front end applications
5) Create a technical manual which outlines all of the work, estimated cost/labour hours, possible alternate solutions to any foreseeable issues.

Past Experience:
Must have past experience in designing scaleable, secure solutions for companies. Must be able to speak and write in fluent or native english. Must be familiar with existing and upcoming best practises recommended by service providers (ie. serverless applications, lambda, react.js, various sql systems, service provider configurations, front end solutions). Securing extremely sensitive database information and preventing dataloss via available backup systems.

An applicant for this position must provide a portfolio with their previous experiences which relate to the above criteria. If any specific skill has no reference point, applicant should provide an idea of how long it will take them to explore and create a solution.
