Create an online domino game

I want a domino game app (iOS/Android/ pc) that can be mobile, or played on a website.

Needs: The graphics need to be nice and professional. The game should support 1-4 players. There needs to be a way to log in and possible link to Facebook. The game should have an offline mode and also a mode where a single player can compete against bots. There are other websites that I can link to show what I expect.

The game needs to run smoothly with options to play different modes.

Cost: I honestly dont know what the cost of this will be but I am willing to pay for a good product. I would like possible quotes. The quality of the product is more important to me than cost.
