Develop an application for Android and iOS

Sorry Im not good at English but Ill try.
I want an app that supports Arabic for many sellers made food at home. Includes:
- Register via activation message on the mobile phone of the seller or buyer.
- When you enter the application for the first time, determines the location or determines the city.
- When you enter the sellers product, you can open a conversation with them directly, where you can send photos or your location through the conversation
- The conversation is saved automatically and can be viewed by your system administrator.
- You can evaluate the product through the stars or write a review
- The system administrator can select the number of products appear on the home page of each city.
- The system administrator can place an ad at the top of the homepage.
- The application can be linked to the application delivery requests in the future.
- After the buyers request, the seller is free to approve or reject.
- Seller can add 4 photos for each product
- Shipping options will be either by a rep from the store or by the buyer. The cost is agreed by conversation.
- There will be payment options by bank transfer or cash on delivery.
- The system administrator can set a percentage on the sales to valid
- The administrator can activate or deactivate any account
- The application will be bilingual Arabic and English.
- With the possibility of adding payment by Visa or any other method
