Wordpress Expert needed on urgent

I have a taxonomy name doctor (eg Mohan Sharma, Anil Agarwal, Anil Sharma)
I have set a custom field for this taxonomy name dr_priority (eg. 2,4,65)
More than one doctor can have the same priority number. (eg. Mohan Sharma => 2, Anil Agarwal = 34, Anil Sharma = 34)

my get_terms query is
$args = array( number => $per_page, offset => $offset, hide_empty => false, meta_key => dr_priority, orderby => meta_value_num,order => ASC,)

I want to get all doctors in below-mentioned sorting order
dr_priority = ASC
if priority is same then
dr_priority = ASC AND term-name ASC

in above eg, this will be the order
Mohan Sharma,
Anil Agarwal,
Anil Sharma

these both have the same priority
Anil Agarwal,
Anil Sharma

but Anil A will come first and then Anil B

right now it is sorting by id if priority is same.
