Troubleshoot slow network performance

We have a customer with about 40 Windows 7 computers . They access about 11TB of data on a Windows server 2008 Dell file server. We recently migrated all this data to a brand new Server with a Windows server 2012 VM. This new server has a Dell DAS ( Direct Attached Storage) with a RAID 6 disk array attached to it and that is hosting the 11TB Data volume. Since we migrated to this new file server the users are seeing very very slow performance in opening or writing files. Dell has reviewed the DAS logs and sees no bottleneck. We are finding no evidence of performance issues with RAM or CPU on the new server. There is nothing different running on the network that would be generating extra network traffic. Users are A) trying to open files in AutoCAD, and B) browsing and opening photos. One CAD file took 7 minutes to open for example.
This same file would open in under 30 seconds previously on the old server. All of this worked fine on the old WIndows Server 2008 server. Customer starts work at 6AM eastern time and the problem seems to start when everyone gets there by 7AM or so and continues until people leave at 3:30PM. We need someone to figure out what is going on ASAP.
You will be paid $1,000 if and only if you actually fix this. The job is not to consult. The job is to fix the problem.
