Looking for Java, VBA, SQL Server PL/SQL expertie

What I have:

1. Different kinds of source files needs to loaded into database tables.
2. Source file may be a flat file or excel or xml etc. with different kinds of delimiters.

What I need for the above requirement:

1. Source files information needs to be maintain in metadata table ex: Source file name, file type, delimiter, no of columns etc.
2. Based on the above information, Database table needs to be created dynamically or automatically using Java script.
3. In future if file may add some additional columns or removal of columns, table to be created dynamically. Adding new column or removing new column options to be provided to user to key in web based application.
4. Dynamic table creation and load the source data into table based on the source file.
5. Web based application or page for users to add metadata of source file information. Some additional button like create to create table. Load for data load from file to table.
